Rich Hebert, P.E. Vice President
Rich Hebert, P.E. is currently
the Vice President of Benchmark Construction Services (BCS), a subsidiary of C.C. Myers, Inc. Prior to his assignment with
BCS, Mr. Hebert spent the last 10 years as Senior Project Manager and Southern California Chief Structure Engineer for C.C.
Myers, Inc. During his career with C.C.M. he was responsible for the field support of the on-site project superintendents.
Mr. Hebert coordinated with the project owners regarding project scheduling, change order processing and
claim resolution. He was in charge of coordinating the engineering design of the bridge falsework as well
as excavation and shoring plans, along with managing all submittals and subcontracts in Southern California. As the Senior Project Manager for the $487 Million Rte 22 Design-Build Project he supervised over 20
field engineers and coordinated 3 structure design consultants. The project comprised 33 bridges including
21 widenings, 9 replacements and 3 new bridges including cast-in-place pre-stressed box girder and precast girder bridges,
80 sound and retaining walls and one drainage pumping plant. Mr. Hebert was responsible
for the management of the structure design efforts including all constructability reviews, field support of the project superintendents,
all field engineer training, design of falsework and shoring and other working drawings, processing RFI’s and helping
resolve any disputes.
Prior to joining C.C. Myers, Mr. Hebert was a Design Engineer for Skillings and
Chamberlain designing municipal improvements for cities, counties and developers. These designs included
roadway, drainage, water and sewer systems. Mr. Hebert spent 6 years with Caltrans, one year in design
and 5 years as Principal Assistant to the Resident Engineer for the Rte. 5/55 Highway Improvement Project. He
supervised 11 engineers and prioritized and assigned all work during that contract which included; 6 pre-stressed concrete
box girder overcrossings, 3 multi-span connectors, one 5000 foot long viaduct, 2 drainage pumping plants and approximately
50 retaining walls and soundwalls. He was responsible for reviewing contract change orders and potential
claims. Mr. Hebert performed technical reviews of bridge falsework, column guying and pre-stress shop plans.
As Principal Structure Engineer and QA Segment Manager for Silverado Constructors, Mr. Hebert was responsible for all training,
field inspections, supervision of 12 engineers, review of shop and working drawings for the $800 million Eastern Transportation
Corridor Design/Build Project. Mr. Hebert was the Resident Engineer for the Arroyo Seco Bridge Reconstruction
and the Assistant Resident Engineer on the segmental cast-in-place L.A. River Bridge. He was responsible for coordinating
and supervising up to 14 engineers, technicians and surveyors, reviewing shop and working drawings, RFI’s and change
order analysis for the $500 million Pasadena Blue Line light rail project.
Mr. Hebert has more than 25 years of demonstrated
success in engineering and construction of civil and infrastructure projects. His diversified experience in both the public
and private sectors has positioned him to be an industry leader in California. He melds
strong technical acumen and interpersonal skills with effective communication abilities to effectively relate to all management
levels. He retains a high level of enthusiasm on his assignments. Mr. Hebert delivers quality projects on time and within
budget. He is active professionally in affiliations that include; the Construction Management Association
of America, American Society of Civil Engineers and the Design/Build Institute of America. Mr. Hebert
holds a B.S. in Civil Engineering from St. Martins College in Lacey, Washington. He is licensed as a Professional
Engineer in the state of California.
